Neighbourhood Renewal Strategy
National Context
The National Strategy for Neighbourhood Renewal was launched in 2001. Its aim is to ensure that, within 20 years, no one will be disadvantaged by where they live.
Local Context
The majority of the population across Basingstoke and Deane enjoy a quality of life which is among the best in the country.
Not only do the Indices of Deprivation 2004 (refer to Section 4(i) in the attached document below) suggest this to be true, with Basingstoke and Deane ranked as one of the 12% least ‘deprived’ areas in the country, but this is also reflected by the views of local people – 91% of residents stated that Basingstoke and Deane was a good place to live (Basingstoke and Deane Borough Council General Survey 2005).
While Basingstoke and Deane, as a whole, displays very little deprivation, there are pockets which are masked when looking at statistics and indices of deprivation at a local authority level. The quality of life for residents in these areas, particularly where they are located immediately adjacent to affluent areas, is often poor by comparison.
In light of this, for many years, the Council and its partners have been carrying out significant renewal activity across Basingstoke and Deane. In 2002 a multi-agency team was established to carry out a Best Value Review of this work. While many examples of good practice were identified the need for a more co-ordinated approach to neighbourhood renewal was emphasised.
The Review Teams’ recommendations included that, in time, the Local Strategic Partnership (LSP) would be best placed to take a strategic approach to neighbourhood renewal, drawing together the different disciplines for the benefit of the whole community. They further recommended that the Council and its partners establish a holistic approach to neighbourhood renewal through the development of a multi-agency Neighbourhood Renewal Strategy.
In recognition of the importance of neighbourhood renewal, the LSP was very clear in its
Community Strategy for Basingstoke and Deane ‘Pride in Our Place’
that the partnership would work to tackle the issues that result in communities not experiencing the same growth in quality of life as the majority of the population across Basingstoke and Deane. Indeed ‘Pride in our Place includes an objective of supporting a Neighbourhood Renewal Strategy to reduce neighbourhood deprivation.
