General parking information in Basingstoke

Basingstoke and Deane Council is responsible for enforcing parking and waiting restrictions on roads throughout Basingstoke and Deane, both on-street and off-street (ie residential areas or car parks - for clarification contact the Parking Team).

Parking Attendants patrol Basingstoke & Deane streets and car parks (including rural areas such as Overton, Whitchurch and Tadley), to ensure that parking and waiting restrictions are being complied with.

A Penalty Charge Notice (PCN) is issued by the Council’s Parking Attendants when it is believed a vehicle is parked in contravention of parking or waiting restrictions.  A PCN requires payment of a penalty charge, but does not result in a criminal record or points on a driving licence.

The Council is not responsible for vehicles parked –

  • in private developments or Housing Association parking areas
  • on the public highway if there are no parking restrictions in place 
  • on trunk roads in the district or on the M3 motorway  

There is a common misconception that the penalty charge increases two weeks after a Penalty Charge Notice has been issued, but this is not the case.  The penalty charge is subject to a 50% discount if the PCN is paid (this means received by the Council) within the 14 day period following the date of issue.    After this time the discount is no longer available.
