Affordable Housing Thresholds

Policy CN1 of the Basingstoke and Deane Local Plan 2011-2029 sets a requirement for all developments with a net increase in dwellings to provide 40% affordable housing; however, the Government has set out in its Planning Practice Guidance that affordable housing should not be sought from small scale development.

The PPG establishes a threshold whereby affordable housing cannot be sought from sites of 10-units or less and which have a maximum combined gross floorspace of no more than 1000sqm. The exception to this is in the Area of Outstanding Natural Beauty where affordable housing cannot be sought from sites of 5 dwellings or less.

In practice this means that the following affordable housing thresholds apply in Basingstoke and Deane.

Affordable Housing SPD

The council adopted a Supplementary Planning Document (SPD) on Affordable Housing in July 2007, following periods of consultation at the Issues and Options stage (Sept/Oct 2005) and on a draft SPD (May/June 2007).

The SPD was based on the affordable housing policies of the Basingstoke and Deane Borough Local Plan (Basingstoke and Deane Borough Council Local Plan 1996-2011); however it is still relevant and provides useful guidance.
