National Context
The National Strategy for Neighbourhood Renewal was launched in 2001. Its aim is to ensure that, within 20 years, no one will be disadvantaged by where they live.
Local Context
The majority of the population across Basingstoke and Deane enjoy a quality of life which is among the best in the country.
While Basingstoke and Deane, as a whole, displays very little deprivation, there are pockets which are masked when looking at statistics and indices of deprivation at a local authority level. The quality of life for residents in these areas, particularly where they are located immediately adjacent to affluent areas, is often poor by comparison.
To tackle these inequalities, in February 2006 the Local Strategic Partnership (LSP) published its Neighbourhood Renewal Strategy. The Strategy contained the ambitious aim of ensuring that, by 2025, no-one in Basingstoke and Deane would be disadvantaged by where they live.
The Strategy was drawn up following extensive consideration of the Indices of Deprivation 2004, the outcome of a number of residents’ surveys and the results of consultation with partners, including the Borough Council.
The Strategy identifies a number of priorities including:
- Improving education, skills and training and environmental quality while reducing crime and disorder and income deprivation within the Wards of Buckskin, Popley East and West, South Ham and Norden.
- Improving education, skills and training and access to housing and services across the Borough as a whole.
Based on an analysis of the Indices of Deprivation 2007, it was confirmed that the priorities identified in the Neighbourhood Renewal Strategy continue to be valid, but that the Wards of Winklebury, Brighton Hill North and Brighton Hill South should also be added as a focus for action.
