The Council Plan 2011-2014

The Council Plan 2011-2014 was agreed by Full Council on 10 February 2011
and is effective from 1 April 2011.
 

Priorities for our services are set out in the council plan for 2011-2014, entitled Direction - leading the borough to a secure and prosperous future.

The plan and budget have been formulated at a time of considerable change and uncertainty; central government continues to focus on reducing costs and unnecessary spending and subsequent cuts in public sector funding are expected to have significant implications for all local councils.

Within this economic context the council plan builds on successes to date and identifies areas where we intend to focus to ensure the best outcomes for the borough and its communities.  Successes to date include:

  • Refurbishment of The Malls shopping centre is now underway
  • Significant government ‘growth funding’ has been attracted which is supporting the demolition of two out dated buildings at the Basing View business park and other works to regenerate this area
  • Joint work with Sentinel Housing Association to regenerate housing in Popley


Recognising the shared vision for the borough developed with other partners, the plan sets out key activities for the next three years under themes of economy, community and environment.

With reducing income and public sector funding we will need to concentrate on what matters most to our residents and progressing key projects such as regeneration of The Malls and Basing View, to ensure longer term prosperity.  We will be looking to balance funding challenges while delivering good quality services.
