Commentary

The data are produced from a snapshot of the IDBR (Inter Departmental Business Register). The main administrative sources for the IDBR are the VAT trader and PAYE employer information passed to ONS by HM Revenue and Customs; details of incorporated businesses are also passed to ONS by Companies House. ONS survey data and survey information from various Government departments provide auxiliary information. These comprehensive data sources combined with survey data contribute to the coverage of the IDBR, which is one of its main strengths, representing nearly 99% of UK economic activity.

The data are published in the Office for National Statistics “UK Business: Activity, Size and Location” annual publication. The 2008 publication has been enhanced to include enterprises based on PAYE employers that are also not registered for VAT, extending the scope from the previous VAT based enterprise publication. Comparing 2007 VAT based enterprises with 2007 VAT based and/or PAYE based enterprises, approximately 425,000 enterprises have been added to the tables nationally. The increase in units is most noticeable in the VAT exempt industries of finance (J), education (M), health (N) and public administration (L, O and Q).

The data are given for “enterprise units” which are essentially businesses, whether independent or part of an enterprise group bound together by legal and/or financial links, but with some degree of autonomy or control. Some data is also available for “local units” which are individual sites situated in a geographically identified place (such as shop premises or a factory). In the case of larger businesses, such as a supermarket chain with many outlets or sites in the UK, the head office (“enterprise unit”) is likely to be in one location and the operational units (“local units”) will be numerous addresses throughout the country.

Data for enterprise units cover broad industry group, employment size, turnover and age of business.

There is no single definition of a small firm - it can be based on the number of employees, turnover, balance sheet information or audit thresholds. However, the Department for Business, Enterprise and Regulatory Reform (BERR) has published guidance on one definition of an SME along with the European Commision (EC) definition. Please note that there are other definitions, some of which do not include "micro-businesses" which have up to 10 employees.

Taking the BERR definition where businesses with fewer than 10 employees as micro-businesses, the borough has 5,700 micro-businesses making up nearly 90% of all businesses in the borough. There are also up to 40 companies each with more than 250 employees doing business in the borough.

Within the Western Corridor and Blackwater Valley, the borough has the fourth highest number of businesses, after Slough, Bracknell and Rushmoor, and similar levels to Reading and West Berkshire.
