Commentary

From 2007, the BIS VAT registrations and de-registrations data set has been superseded by the Office for National Statistics publication "Business Demography" - a new National Statistics series on business births, deaths and survival rates, which is now the only official source of information on business start-ups and closures. 

The starting point for business demography is the concept of a population of active businesses in a reference year.  These are defined as businesses with either turnover or employment at any time during the reference period.  Births and deaths are then identified by comparing active populations for different years. 

Births and deaths do not include entry into the population as a result of mergers, break ups, split offs or other restructuring.

Confidence Levels

Due to the methodology, the number of businesses will not sum to the number in the previous year plus the net gain from births exceeding deaths.    

Data are rounded to the nearest 5.

Data

Business "births", "deaths" and active businesses

The table below shows how the number of business births and deaths relate and the net position each year.  Until 2009 there were more business births than deaths: however, the 2009 data shows the reverse - that business closures have exceeded business formation.  The Office for National Statistics release publication at the bottom of this page shows how this is reflected nationally.

The number of active businesses has increased each year, albeit at a variable rate.

Business survival rates

When compared with the county and regional averages for business survival, Basingstoke and Deane follows a similar profile, with one year survival rates just over 90%.  There are small differences between the borough, Hampshire and South East but all three averages drop to below 50% in terms of 5-year survival rates.
