Commentary

For each local authority estimates are provided of total carbon dioxide emissions and emissions per capita of population.  The statistics also provide a breakdown of emissions into three key sectors - industrial and commercial; domestic; and road transport.  This is together with further breakdowns into more detailed sub-sectors.  

Revised figures for all years from 2005 to 2007 that supersede those published in previous years are also included in the new release - these are directly comparable with the new 2008 figures.  

Local and regional bodies have an important role in promoting energy efficiency and reducing carbon emissions.  This data is an attempt to provide data from national sources at a more local level to support local efforts. 

The data set is prepared for DECC by AEA who are responsible for preparing the full UK Inventory of Greenhouse Gas Emissions, which is used by the UK to fulfil its international reporting obligations to the UNFCCC. The full UK inventory which reports on emissions by source is not finalised until January each year over 12 months after the end of the year being reported.  Emissions on an end-user basis for the whole of the UK are then estimated based on emissions by source and these are published as National Statistics toward the end of March each year. The data that forms the basis of the national inventory is also used to prepare the local authority data set. 

In future the intention is to produce new estimates on an annual basis.  DECC are committed to maintaining a consistent time-series of local authority data from 2005 onwards so any future methodological changes will be backdated.                 

Confidence Levels

Please see the notes below which provide more detail about the methodology. 

National Indicator NI 186 which measures the percentage reduction in carbon dioxide emissions per capita from 2005, is based on a subset of the full National Statistics dataset.  The full dataset includes all the emissions that occur within the boundaries of each local authority; however, the NI 186 dataset excludes certain emissions which it has been considered local authorities are unable to influence directly. 
The emissions that are removed from the National Statistics dataset to compile NI 186 are: 
  • Motorways - all emissions from the "Road Transport: motorways" sector have been removed from the NI 186 dataset.
  • EU Emissions Trading Scheme sites - these emissions have been removed from the "large industrial installations" sector for the purpose of the indicator, with the exception of energy suppliers (eg: power stations), whose emissions are indirectly included via the end-user estimates for electricity use.  Note that not all the emissions from the "large industrial installations" sector are produced by EU ETS installations, hence the fact that there are emissions remaining in this sector in the NI 186 dataset.
  • Diesel railways - all emissions from the Diesel Railways sector have been excluded.
  • Land Use, Land Use Change, and Forestry - all emissions belonging to the "LULUCF net emissions" sector have been excluded from the NI 186 dataset.

 Figures are rounded, therefore sub-regional, regional and national sums may vary.      

Data

DECC emphasise that the data should not be interpreted as a league table of "best and worst" local authority areas.
Particularly with industrial and transport activity each local authority area will be different.  Domestic emissions are less variable but there are still many influencing factors such as the fuel types used locally, the type and condition of housing, the average temperature, average household size, type of household and the income and preferences of the occupiers. 

However, comparisons can be made for any particular area between different years because the revised 2005-2007 and new 2008 figures are of National Statistics quality, use the same methodology and are consistent.
