Commentary

The Annual Monitoring Report (AMR) monitors the condition of SSSI`s (Sites of Special Scientific Interest) and SINC`s (Sites of Importance for Nature Conservation). Data is taken from the AMR which uses Natural England as its source.

National Indicator 197 measures improvements in biodiversity by reporting the proportion of local sites where positive conservation management has been (in the last five years) or is being implemented.  The nature of the management activity will commonly be defined within one, or more of the following:-    
  • a site management plan.  
  • management schemes - agri-environment or conservation management agreement or scheme.
  • relevant Biodiversity Action Plan (including habitat action plan, species action plan or local biodiversity action plan. Where a site is designated primarily for its geological features, the recommended management activity may be defined within a Geodiversity action plan.
  • management guidance and advice.

A five year period is appropriate as many sites do not require annual management and the Local Sites guidance recommends monitoring on a 5-10 year rolling programme.

The attractive natural environment of Basingstoke and Deane is illustrated by the 19 Sites of Special Scientific Interest (SSSI`s) and 767 Sites of Importance for Nature Conservation (SINC`s) within, or partly within, the Borough. 1.3% of the borough is designated as SSSI and 9.4% has a SINC designation.

The condition of SSSI`s is improving year on year with 89.16% of SSSI`s wholly within the borough meeting the Government`s Public Service Agreement target for SSSI`s (ie: they are in a favourable or unfavourable recovering condition). This is an improvement of 14.5% from 2006/7.  Despite the year on year improvements, the condition of SSSI`s within the borough still falls short of the regional target for 95% SSSI`s to meet the PSA target by 2010. There are 8 SSS`s either wholly or partially within the borough that have areas within them in an unfavourable declining condition.     

The condition of SSSI`s wholly within the borough has continued to improve from 2005/6 and 2006/7, notably the areas of Highclere Park and Pamber Forest/Silchester Common. However, like 2006/7, eight of the SSSI`s wholly and partly within the borough remain in an unfavourable declining condition. These are namely: Ashford Hill Woods and Meadow; Highclere Park; Mapledurwell Fen; Pamber Forest/Silchester Common; East Aston Common; Hook Common and Bartley Heath; Micheldever Spoil Heaps and the River Test.
