Commentary

This data relates to the number and percentage of working age people who are claiming one or more key DWP benefits. 

There are two indicators:
  • total claimants, and
  • key out of work benefits.

The latter, key out of work benefits, consists of the groups: job seekers; Incapacity Benefit /  Employment Support Allowance; lone parents; others on income related benefits.  People claiming these benefits cannot be in full time work as a condition of their entitlement to these benefits.  Those claiming solely Bereavement Benefit or Disability Living Allowance for example are not included as people can be in work and also receive these benefits.      

The total count is broken down by statistical group, categorising a person according to the main reason why they are claiming benefit and each client is classified to a single group. Benefits are arranged hierarchically and claimants are assigned to a group according to the top most benefit they receive.   

The "working age population" is defined as all people aged 16 to 64.   

Confidence Levels

Data is sourced through the DWP Longitudinal Study.  As an administrative count, not a sample survey, there are no known confidence issues with the data.  There is no double counting.  

Data

In Basingstoke and Deane there are 9,720 people claiming benefits as at May 2010, 7,920 of whom are classed as claiming "key out of work benefits".  When this is expressed as a percentage of the working age population, the borough rate is around that of the Hampshire county average and the average for the South East region.
