Commentary

NI 73 monitors pupil achievement at level 4 or above in both English and maths at Key Stage 2.  The Government has set a national threshold target for 2011 for 78% of pupils to achieve level 4 or above in both English and maths at KS2. As well as improving the proportion of pupils achieving this standard, the Government also wants to see a reduction in the number of schools where less than 55% of pupils achieve level 4 in both English and maths (floor target). 

At present, the Profile Online reports attainment in English and maths separately in the same way that it is released by the Office for National Statistics. As analysis on the national indicator set progresses, the Profile Online will be updated to include the borough data for NI 73.

Data comes from the Office for National Statistics and Department and the Department for Children, Schools and Families. There are no known confidence issues.

Averages

The borough average in all three subjects compares well with averages at county, regional and national level, matching the LEA average and exceeding the South East and England averages for English. In maths and science, Basingstoke and Deane performance sits at or around that for Hampshire, the region and national levels.

Free school meals

While borough averages compare favourably with county, region and national averages, there is evidence of inequality in attainment within the borough, demonstrated by comparisons between pupils who receive free school meals and those who do not.

The data below shows that the difference in achievement at Key Stage 2 between pupils who do and do not receive free school meals.

Attainment by pupil residence

Pupil residence data can reveal some attainment inequalities depending on where a pupil lives. The data is given by "Middle Layer SuperOutput Area" or MSOA. MSOA`s are typically communities of around 7,200 people. Many of the borough`s MSOA`s share the same boundaries as the borough`s wards.

In the graphs below, each column represents an MSOA or community within Basingstoke and Deane and measures pupil attainment for pupils that live in each of these communities.  The variation in pupil attainment across the borough is most striking in English and maths subjects. While 80 or 90% of pupils in some neighbourhoods are likely to achieve the expected level (level 4) at Key Stage 2, only 60% or 70% of pupils in other neighbourhoods will be achieving this. There is less neighbourhood variation in the science part of the KS2 test with all neighbourhoods performing better.  






Overall, the highest performing neighbourhoods in the borough fall within the following (pre May 2008) Wards:
Kempshott, Hatch Warren & Beggarwood, Chineham, Overton, Laverstoke & Steventon, Tadley North, Basing, East Woodhay, Tadley South, Whitchurch, Calleva.
Neighbourhoods with overall performance below the borough average fall within the following (pre-May 2008) wards:
Popley, Winklebury/Buckskin, Rooksdown, Norden, South Ham, Eastrop, Brighton Hill North and South.

Time series data is available from ONS but has not yet been analysed for the Profile Online.

Comparisons

Comparison with the Western Corridor and Blackwater Valley authorities shows that Wokingham, South Buckinghamshire and Hart lead the comparator group for performance in English and maths.  Science is generally the better performing subject for all authorities.  

It is also clear that even at Key Stage 2, pupils who receive school meals, on average, do not perform as well as their peers. This is also reported at Key Stage 3 and 4. This attainment "gap" can be seen to be widening as pupils progress through the key stages - but as the data shows below, the pattern that is seen in Basingstoke and Deane is also repeated to a greater or lesser extent in all the local authorities below.
