Commentary

Educational attainment formed one of the priorities in the Hampshire Local Area Agreement 2008-2011.

At Key Stage 4, there were two targets which were monitored in the LAA on which the Profile Online could report:
NI 75: Achievement of five or more A*-C grades at GCSE or equivalent including English and Maths; 
and
NI 102: Achievement gap between pupils eligible for free school meals and their peers achieving the expected level at Key Stage 2 and 4.    

In addition to these indicators, the Profile Online also monitors an older measure; the percentage of pupils achieving 5+ A* to C grades at GCSE or equivalent in any subject.  Data is also available for the percentage of pupils achieving 5+ A* to G in any subject.  

Data is available by educational establishment or by pupil residence.  This is indicated in the analysis where appropriate.  Data relates to mainstream schools only.  Analysis has not been produced for individual schools.  To see individual school performance data, go to the Hampshire County Council website at:

Data by pupil residence is given at borough level and for Middle layer Super Output Area (MSOA).  This is explained further below.   

At Key Stage 4, the LAA also monitored educational attainment of looked after children (NI 101), and the percentage of children who had progressed by at least two levels between Key Stages 3 and 4 in English and in Maths (NI 97 and NI 98).  At present this data is not available at district level.  

Confidence Levels

2008 data is sourced from Department for Children, Schools and Families. School league tables showing results of exams taken in the summer are published in December of that year.  Borough, LEA (Local Education Authority) and England averages are taken from this release.  At Borough level, attainment has been averaged based on numbers in each school's cohort and the attainment results of each school.

Data on free school meals and pupil residence by community is taken from the Office for National Statistics.  It usually takes some months for data to appear on ONS.  When this information was compiled, the latest data for the borough's communities and free school meals pupils related to 2006/07.

Averages - all borough

The performance of pupils in the borough, on average, continues to track the national average for both key measures: 5+ GCSE`s at A*-C in any subject and when English and maths are included. When compared to the Local Education Authority (LEA), however, borough performance falls short of the Hampshire average. In terms of performance at all grades (5+ A*-G) the borough performs better; in line with the Hampshire average and above that for England as a whole.

Free school meals

Data relates to 2006/7 and is taken from ONS. 

National Indicator 102 measures the gap in attainment between those pupils who receive free school meals and those who do not. The intention is that the gap should be narrowed and closed, reducing any inequality in pupil attainment.  The table below shows the difference in pupil attainment between those pupils receiving free school meals and those who do not in the borough.  

This inequality has also been measured at Key Stages 2 and 3. Borough level data shows that not only is the gap present, but it can widen throughout progression through school life.

Attainment by pupil residence

Data relates to 2006/7 and is taken from ONS.  

Pupil residence data can reveal some attainment inequalities depending on where a pupil lives. The data is given by "Middle Layer Super Output Area" or MSOA. MSOA's are typically communities of around 7,200 people. Many of the borough's MSOA`s share the same boundaries as the borough's wards.   

Within Basingstoke and Deane, the difference in pupil attainment between certain areas, is considerable.  In terms of 5+ A*-C GCSEs including English and maths, the range covers 43 percentage points from 24.6% to 68%.  When counting any subjects in with the 5+ A*-C passes, the range covers 40 percentage points: 39% to 79%.

The graph below shows this range more clearly, each bar representing one MSOA or 7,000 population community.   

 
The top 10 performing areas fall within the following (pre-2008) wards:  
Hatch Warren & Beggarwood, Kempshott, Calleva, Whitchurch, Tadley South, Burghclere, Chineham, Oakley & North Waltham, Basing, and Overton, Laverstoke & Steventon.   
Those areas that fall below the borough average are within the following (pre-2008) wards:
Popley, South Ham, Norden, Buckskin, Brookvale & Kings Furlong, Grove, Winklebury, Hatch Warren & Beggarwood, Baughurst, Tadley North.   

The differences in pupil attainment measured by the neighbourhood in which the pupil lives has been analysed in the Profile Online for Key Stages 2 and 3, in addition to Key Stage 4 above. The analysis has included comparing attainment levels for the highest performing and lowest performing neighbourhoods in the borough.  Not only is there a difference in performance at each of the Key Stages: the gap between neighbourhood performance widens at each of the Key Stages.  The graph below shows the difference - in percentage points - between the highest and lowest performing neighbourhood  from Key Stages 1 to 4. 

At Key Stage 1, the difference in performance across the borough is less than 20 percentage points. By Key Stage 4, this has widened to 40 percentage points and more.

Averages

Improvements in both measures - 5+ GCSEs (at A*-C) in any subject and 5+ GCSEs (at A*-C) including English and maths - can clearly be seen below.  At borough level, the rate of 5+ passes in any subject has increased from 52.3% in 2002 to 63.8% in 2008.  When English and maths are included, the borough rate has increased from 40.4% in 2002 to 48.7% in 2008.

For comparisons with other authorities, data is taken from ONS - most recent year 2006/07.

The analysis below focuses on 5+ GCSEs at A*-C including English and maths, this becoming a more accepted standard measure than 5+ passes in any subject.

All South East

The range of pupil attainment at Key Stage 4 across the South East is considerable.  The table below shows the top 10 South East performers. By contrast, Portsmouth and Hastings have the lowest percentage of pupils achieving 5+ A*-C including English and maths (around 33%), and Oxford and Hastings have the lowest percentage of 5+ A*-C in any subject (45% and 42% respectively).

Western Corridor and Blackwater Valley authorities and Hampshire   

In this ranking, Basingstoke and Deane is placed in a similar position to Slough and Bracknell Forest, and performs higher than neighbouring Rushmoor and nearby Reading.  Although the borough is placed relatively low in this graph, it should be noted that Wokingham and Winchester are among the top performers in the South East, not just in this comparator group.
