Commentary

In the original release of National Indicators, there were a number measuring pupil progress at Key Stage 3. NI 74 measured achievement at Level 5 or above in both English and maths at Key Stage 3.  NI 77 also measured the reduction in the number of schools where fewer than 50% of pupils achieve Level 5 in both English and maths at Key Stage 3.  NI 83 measured achievement at Level 5 or above in science at Key Stage 3. 

NI 95 and 96 measured progression by 2 levels in maths and English between Key Stages 2 and 3.  NI 97 and 98 measured progression by 2 levels in maths and English between Key Stages 3 and 4.   

However, it was announced on 14th October 2008 that, with immediate effect, schools would no longer be required to run national tests for 14 year olds (Key Stage 3).  The current compulsory national tests at the end of Key Stage 3 would be replaced by improved classroom assessment by teachers and frequent reporting to parents in years 7, 8 and 9, with a stronger focus on one-to-one tuition and catch up support for children in the first years of secondary school.  Consequently, CLG has dropped the National Indicators that relate to Key Stage 3.

This section of the Profile Online is not as detailed as those for the other Key Stages, but it is important to reflect the borough`s position, particularly as DCSF also announced that national-level sampling for Key Stage 3 will be developed so that standards at age 14 across the education system as a whole can be monitored.  
Although 14 year olds will no longer be required to sit Key Stage 3 tests, but will be assessed through ongoing teacher assessment throughout the key stage, with regular real-time reports to parents, teacher assessments at 14 will continue, as now, to be published at the national and local authority level.

The borough performs well in all three subjects at Level 5 Key Stage 3.  The borough average exceeds the regional and national averages in English and science and is above the England average in maths.  Compared to Hampshire LEA, Basingstoke and Deane performs well, with average attainment at or around that for the county for Engish, maths and science.

Free school meals

While borough averages compare favourably with county, region and national averages, there is evidence of inequality in attainment within the borough, demonstrated by comparisons between pupils who receive free school meals and those who do not. 

The data below shows that the difference in achievement at Key Stage 3 between pupils who do and do not receive free school meals.

Attainment by pupil residence

Pupil residence data can reveal some attainment inequalities depending on where a pupil lives.  The data is given by "Middle Layer Super Output Area" or MSOA. MSOA`s are typically communities of around 7,200 people.  Many of the borough`s MSOA`s share the same boundaries as the borough`s wards.

Within Basingstoke and Deane the difference in pupil attainment is considerable as can be seen in the table below. In some areas of the borough just over half of pupils are achieving Level 5 in English, whereas in other communities in the borough, the attainment rate is over 90%. In maths and science, some communities in Basingstoke and Deane see two-thirds of pupils attain level 5, contrasted with 90% in other borough areas.

Overall, the highest performing neighbourhoods in the borough fall within the following (pre May 2008) Wards: 
Baughurst, Basing, Hatch Warren & Beggarwood, Highclere & Bourne, Kempshott, Kingsclere, Calleva, Chineham, Whitchurch, Overton, Laverstoke & Steventon, Pamber, Oakely & North Waltham. 
Neighbourhoods with overall performance below the borough average fall within the following (pre-May 2008) wards:  
Winklebury/Buckskin, Popley, Grove, Hatch Warren & Beggarwood, South Ham, Norden.  

Time Series

Data is available from ONS from 2002 to 2006/7.  As Key Stage 3 tests are no longer required, no time series analysis has been carried out.   

Comparisons

Comparison with the former Western Corridor and Blackwater Valley authorities shows that Wokingham leads the comparator group in all three subjects and Portsmouth shows the lowest results.  Basingstoke and Deane has similar attainment rates to Guildford, Bracknell, West Berkshire, Rushmoor, Test Valley and Eastleigh. 

It is important to note that the difference in attainment between free school meals pupils and those who do not receive free school meals is also clear in other authorities.  The table below shows Key Stage 3 results of all pupils and those who receive free school meals.
