Commentary

Educational attainment formed one of the priorities in the Hampshire Local Area Agreement 2008-2011. 

At Key Stage 4, there were two targets which were monitored in the LAA on which the Profile Online could report:-
NI 75: Achievement of 5 or more A*-C grades at GCSE or equivalent including English and Maths;  
and
NI 102: Achievement gap between pupils eligible for free school meals and their peers achieving the expected level at Key Stage 2 and 4.

The Department for Children, Schools and Families has also published data on new measures.  These are analysed in the Profile for the first time and are:-
  • Percentage of Key Stage 4 pupils achieving 2 or more GCSE`s at A*-C (or equivalent) in science;
  • Percentage of Key Stage 4 pupils achieving at least 1 full GCSE (or equivalent) in a modern foreign language.    
Data is available by educational establishment or by pupil residence.  This is indicated in the analysis where appropriate.  Data relates to mainstream schools only.  Analysis has not been produced for individual schools.  To see individual school performance data, go to the Hampshire County Council website at:

Confidence Levels

2009 data is sourced from Department for Children, Schools and Families.  School league tables showing results of exams taken in the summer are published in December of that year.  Borough, LEA (Local Education Authority) and England averages are taken from this release.  At Borough level, attainment has been averaged based on numbers in each school's cohort and the attainment results of each school.

Data on free school meals and pupil residence by community is taken from the Office for National Statistics.  It usually takes some months for data to appear on ONS.

The overall borough attainment results are at or around the the England average in terms of pupils attaining 5 or more GCSE`s, and compares well to the LEA average for 5+ GCSE`s in any subject and the 5+ A*-G measure.   However, the percentage of pupils achieving 5+ A*-C including English and maths is slightly lower than the Hampshire LEA average.  One quarter of pupils in the borough have a GCSE in a modern foreign language.  

Time Series

The borough average, Hampshire LEA average and England averages have all increased in the recent past. 

Across the borough, the average attainment level at 5+ A*-C for any subject has risen from 52.3% in 2002 to 69% in 2009.  

The average attainment level at 5+ A*-C including English and maths has risen from 40.4% in 2002 to 51.2% in 2009. 


The borough increase compares favourably to the increase for Hampshire LEA and the England average, in both measures.  Basingstoke & Deane has seen a greater degree of improvement than the Hampshire and England average for pupil attainment of 5+ A*-C including English & maths.  For 5+ A*-C for any subject, the Borough's improvement exceeds that of Hampshire LEA.  Data can be seen below.
