Buildings of Local Architectural or Historic Interest

The Borough Council first adopted the Local List of Buildings of Architectural or Historic Interest on 27 March 2007. This Local List now stands alongside the existing Statutory List of Buildings of Special Architectural or Historic Interest, which is managed by English Heritage and Central Government (see the listed buildings page of this website). It will be updated from time to time as new buildings are identified.

A full paper copy of the Local List can be viewed during normal office hours at the Civic Offices in Basingstoke (Mon-Thurs: 8.30-5.00; Fri: 8.30-4.30). Copies of individual entries can be obtained from the Conservation Team upon request (see contacts below).
Why produce a Local List?
The quality of the historic environment is not just about listed buildings or conservation areas, although these are undeniably of vital importance and contribute significantly to the unique character of our area. It is however the larger number of unlisted historic buildings that reinforces local distinctiveness and a sense of place.
The Local List is intended to recognise these buildings so that they can be properly considered when development proposals are submitted to the Borough Council.
What it means
- Inclusion on the Local List does not in fact change the existing planning controls that apply to a building already.
- The Local List reinforces efforts to preserve the character and appearance of the buildings that are included on it.
- It enables the architectural or historic interest of these buildings to be properly considered against development proposals submitted to the Borough Council.
- It provides clarity for owners, the local community, developers and Planning Officers, so that they are aware of the interest of a building as early as possible.
- Unless a building is statutorily listed or within a Conservation Area, there is no control, under current legislation, over its demolition.
- The Local List backs up our existing planning policies and guidance, adding weight to the consideration already given to the preservation of these buildings’ architectural and historic interest by development proposals affecting them.
The project
The project has been a partnership with many of the Parish and Town Councils and local heritage groups within the Borough, who have a great deal of knowledge about the buildings, geography and history of their areas. During 2006 they submitted over 300 nominations to the Borough Council covering those buildings which they considered to be worthy of consideration for inclusion on the First Edition of the Local List.
Further work by Parish Councils and local heritage groups, and by the Council's Conservation Officers during 2007, identified a large number of additional buildings and further survey work is expected to reveal more as time progresses.
Buildings are included on the Local List based on whether they meet the criteria set out within the Council's adopted Supplementary Planning Guidance note entitled, 'The Historic Environment: Buildings of Local Interest'.
