Two of the saved policies within the adopted Local Plan explicitly require applicants to carry out a marketing exercise of a property/site to ascertain the demand for an employment use when seeking to justify an alternative (non employment generating) use:
· Policy EC4 – Loss of Local Employment Opportunities
· Policy D9 – Rural Brownfield Sites
This guidance note sets out what is expected from an applicant when addressing such policy criteria and includes a checklist of actions; it is intended to set the minimum standard of information required to be provided as part of a formal submission, to assist applicants.
This note may also be applicable for other changes of use and is not limited solely to the application of the above policies.
