The council has adopted the Supplementary Planning Document (SPD) on Design and Sustainability. This SPD primarily supports Saved Policy E1 of the Basingstoke and Deane Borough Local Plan 1996-2011, which was adopted in July 2006. The document provides additional guidance to ensure that design and sustainability are fully considered in new developments and incorporates a number of detailed appendices. Some of these appendices replace previously adopted design advice, such as 'Extending Your Home' and 'Places to Live'.
The SPD was adopted at the meeting of the Cabinet in September 2008 and came into effect for applications validated after 1 November 2008. Adoption of the SPD follows two periods of public consultation:
- Issues and Options consultation in early 2007
- Draft SPD and Sustainability Appraisal consultation February - March 2008

Adopted SPD
A copy of the adopted SPD is available to download below, in addition to the various appendices attached to it. It should be noted that the SPD includes the following:
- An Urban Character Study for Basingstoke. This provides a description of the key characteristics of the residential areas of Basingstoke, outside of the Conservation Areas. This must be used by applicants in putting together proposals for development in the residential areas of Basingstoke and, once adopted, will be a material consideration, against which planning applications will be considered.
- A requirement for a Construction Statement, to set out how the proposed development has been designed to incorporate renewable energy and the impacts of climate change. This requires that developments of 10 dwellings or greater achieves Level 3 of the Code for Sustainable Homes and for non-residential development of 1,000m2 floorspace or greater, that a BREEAM 'very good' standard is achieved.
