The council's Development Control Committee considered a planning application for the redevelopment of the site on the 18 August 2010 and determined that the development should be granted planning permission subject to a legal agreement and planning conditions.
A full list of the legal agreement's requirements is detailed in Appendix 2 of the officer's report which is available to view here. The list of planning conditions is available to view in Appendix 3 with a further condition reported in the update paper regarding biodiversity.
The legal agreement will need to be completed before the formal planning permission can be issued.
Subsequent to the Council's decision to grant planning permission, the Council understands that there has been a change in ownership of the site. The Council awaits information from the applicant as to their intentions to progress the planning application and complete the legal agreement.

Former Victoria and Eli Lilly Sites, Kingsclere Road, Basingstoke
A revised planning application for the redevelopment of the former Victoria and Eli Lilly site, Kingsclere Road, Basingstoke was submitted to Basingstoke and Deane Borough Council in February 2010 seeking permission for:
'Outline planning application for mixed use development comprising flexible use of 20,250 square metres gross B1 offices and/or D1 education buildings, 472 residential units, flexible use for 19,500 square metres gross B1 offices and /or D1 education buildings, flexible use for 1,110 square metres gross A1/A2/A3/A4 and /or A5 uses, 180 square metres Art Gallery, conversion of white building to 150 bedroom hotel including roof extension, open space, parking, access and associated works (access to be determined at outline stage).'

What is an 'outline' planning application?
This is a type of application which seeks approval for the principle of the development.
For this application, the applicant has (subject to a legal agreement) been granted outline permission for the principle of the development, along with the detail of the access points into the application site.
Further applications seeking formal approval for the layout, scale, external appearance of the buildings and the landscaping of the site (reserved matters) will be required in due course. The council will undertake consultation on these 'reserved matters' applications should they be submitted.
What does the planning permission allow?
Once a legal agreement has been signed the outline planning permission will allow the following:
Flexible B1 Offices / Learning Campus of 19,500 square metres and Flexible B1 Offices or College of 20,250 square metres: The term ‘flexible’ is used as this part of the development could be developed for either: all offices, all education, or a mixture of the two uses.
Retail Space of 1,110 square metres for A1/A2/A3/A4 and /or A5 uses: This would allow general shops (such as a newsagent, hairdressers or convenience store), cafes, restaurant, public house, takeaway, financial and professional services (such as a bank) and would primarily serve the education and/or business and residential properties.
Conversion and change of use of the ‘White Building’ to 150 bed hotel and roof extension to the white building: The ‘White Building’ is the former Eli Lilly building which is proposed to be retained and converted to a hotel. An additional floor is proposed to be added.
Art gallery: An art gallery of 180 square metres is proposed within the development.
472 residential units: Housing is indicated as being located to the back of the site when looking from Kingsclere Road. The housing mix is proposed to be made up of:
