Development Issues

Inevitably, there will be some disruption while the North Popley development is being built. Development commenced in spring 2005 and the majority of infrastructure has been implemented.


Basingstoke and Deane Borough Council, as the Local Planning Authority, is committed to minimising the impact that the development will have on local residents:

  • Construction vehicles will be limited to entering and exiting the site through specific routes.
  • Working hours on the development will be arranged to minimise the existing resident’s quality of life.
  • All construction vehicles will have to ensure that spoil and mud is prevented from being deposited on the public highway.

Development Issues - HGV's

Agreements require that such a strategy should set out a programme for the submission of the details relating to the management of construction traffic arising from the phased developments of the site. When each plan/development programme is being considered, the construction traffic impact from the identified phases will be assessed and a collective strategy for the three Popley sites will be agreed with the developers.

Routing of Construction Vehicles

The routing of traffic from both Marnel Park and Merton Rise for initial development phases is detailed in the, North Popley, existing John Hunt of Everest School and Popley Fields (Marnel Park), Traffic Management Plan.

The Merton Rise and Marnel Park construction traffic will not use the Chineham Lane to the north of the proposed school access and /or Sherborne Road from the north to prevent construction traffic movements through that village. For Phase one of the Construction Traffic Management Plan, all construction traffic will access the Merton Rise site from the west along Popley Way. All the traffic will be required to turn south from the proposed site compound in Chineham Lane. Access to Marnel Park will primarily be from Popley Way and along Carpenter’s Down.
