Basing View regeneration

Basing View Basing View is a 65 acre business park in the heart of Basingstoke town.

Built predominately in the 1970s and 80s as the town’s premier office
location, the area is now set to undergo major redevelopment
and transformation.

What is being proposed?

Basingstoke and Deane Borough Council is proposing to regenerate Basing View to create a modern 21st Century business destination of regional importance which will help drive economic growth for the town.

The council are freeholders of the Basing View area, though the majority of the land is let on long term ground leases to investors who are responsible for the day to day control of the properties.

The council recognises the need to kick start regeneration by undertaking essential up front investment in the area now to act as a catalyst for developers and investors to provide much needed facilities such as hotels, a gym and restaurants and improvements to the quality of the office stock.

The aim is to create a vibrant business park and maximise the potential of an area which is superbly located for both town centre amenities, public transport and links to the highway network. Basing View is currently home to over 100 businesses including major companies such as The AA, Thales, Snamporgetti, Clydesdale Bank, BNP Baribas, WSP, Shoosmiths solicitors and Pennington’s solicitors.

Development plans

Regeneration works at Basing View are starting on site in early 2010 with the council funding significant site preparation works including the demolition of two out of date office blocks which currently blight the area and undertaking a series of public area improvements to improve the image and first impression of Basing View.

The council has also drawn up a set of design guidelines to set the standard for how new buildings should be developed in the future.

To help the council demonstrate both the short and long term regeneration potential of the area to investors it is undertaking a comprehensive masterplanning review with the aid of a highly experienced team of specialist consultants. The team includes Broadway Malyan (architects), Jones Lang LaSalle (property advisors), WSP (transport consultants) and Davis Langdon (cost consultants). The council will also be considering options for attracting long term investment into the area which may include creating a long term partnership to develop vacant land owned by the council.

Further details of the outcome of these studies will be publicised in the Spring next year. The council will continue to discuss its plans with businesses and tenants in Basing View.

Public area improvement works

Earlier this summer the council organised a public exhibition and launched an online questionnaire to find out what issues people felt should be considered as part of the council’s plans to revitalise Basing View.

Over 150 people responded with the results of the survey revealing that:

  • over 90% of respondents support the regeneration of Basing View
  • respondents’ top facilities required for the business park in the long term include a bank, shops and a gym
  • respondents’ top priorities for improving the appearance of Basing View are better footpaths, lighting, landscaping and public seating/areas
  • over 80% said signage needs improving and access to and around the park is below average.

Plans and timetable

The responses and feedback the council has received will help it develop a public realm improvements plan which will include improve the planting, signage, public spaces and street furniture as well as seating, bins and bus shelters in Basing View to give the area a strong identity and make it more attractive for businesses and visitors.

A plan showing the series of works likely to be undertaken will be produced by the end of the year with work expected to start on the ground from January 2010. The work will be carried out in a phased manner over the next few years in consultation with businesses and tenants in Basing View.

These short-term improvements will help the council prepare the site for major long-term regeneration and attracting inward investment and interest into the area from occupiers and developers.
