2007–2008 confirmed completions
A total of 452 affordable homes were delivered in this year with 309 rented and 143 shared ownership comprising 63% flats/apartments and 37% houses.
Completions 2008–2011 (National Affordable Housing Programme)
The affordable housing completions for this three year period total 1270 new build homes with 70% rented and 30% shared ownership. The proportions were 52% flats/apartments and 48% houses over this period. This shows a marked improvement in the balance between the provision of affordable houses and flats.
The scale of inward invest in terms of grant funding for this provision was in excess of £55m with an additional £4.3m / 154 homes for first time buyers in support of the general housing market.
The housing strategy 2008–2011 set a new build target of 300 affordable homes per annum but has achieved an average over this period of 423 affordable homes per annum (+41%). This is the result of a number of factors starting with the availability of sufficient housing sites, higher levels of grant funding and the downturn in the housing market that brought in extra affordable housing on offer from developers. The bulk of this provision has been achieved from the following sites: Skyline Plaza / Old Kempshott Lane / Marnel Park / John Hunt of Everest – Phase 1 / Bramley Green / Churchill Way West / Sherfield Park and the regeneration schemes of Longfellow Parade and Bishops Green.

2011–2012 Estimated Completions
It is difficult to predict delivery of affordable housing beyond the next year given grant funding changes and the current bid negotiations taking place between registered providers (based on their operational areas) and the Home and Communities Agency. The delivery contracts for an overall number of units per registered provider will not be approved until the end of July 2011. They are based on a mix of grant funded and nil grant sites plus a percentage conversion rate of social rent re-lets to the new affordable rents (set at up 80% of open market rents). The additional rental income from the new affordable rents is to be used to support the delivery of the agreed programmes (between 2011 and 2015) based on an overall average grant rate that is only payable on completion of these affordable homes.
The affordable completions for 2011-12 are estimated at 302 affordable homes made up in the main from 173 completions at the Faroe – Maldives regeneration scheme and 64 extra care assisted units at Brighton Hill (Newman Court). All the above sites have secure grant funding based on the previous National Affordable Housing Programme (NAHP) programme with a small balance of 38 units remaining to complete after 2011-12.
Regeneration
Sentinel Housing Association in partnership with the council and the Homes and Communities Agency has a successful programme of regeneration projects with three schemes in Basingstoke and one rural based scheme at Bishops Green. These schemes together have delivered nearly 800 new build homes. Set out below is summary table of these schemes and further information is available on the Sentinel web site.

Rural Exceptions Development
Hampshire Alliance for Affordable Housing (HARAH). HARAH was set up in 2005 to address the need for more affordable homes in the rural villages of Hampshire. Basingstoke and Deane is a founding member along with the other five local authorities in central and north Hampshire, the rural housing enablers based at Community Action Hampshire and the Homes and Communities Agency. Hampshire County and the New Forest National Park joined HARAH in 2007 and 2009 respectively.

Hyde housing association has been selected to March 2016 as HARAH's preferred provider (http://www.hyde-housing.co.uk) for rural exceptions affordable housing provision in rural settlements of 3000 or less population. A number of rural exceptions schemes have been completed in Basingstoke and Deane, the most recent being at Preston Candover, Charter Alley and Upton Grey.
Hyde has made a bid to the HCA for funding to build around 90 new homes in the HARAH area over the next four years. The homes that are built to rent will be rented at the new ‘affordable rent’ which will be up to 80% of the market rent. HARAH is committed to ensuring that homes are affordable and is undertaking some research into affordability so that measures can be taken to maintain the affordability of homes provided in Hampshire villages.
