Strategic Housing Market Assessment (SHMA) (November 2007)
The Strategic Housing Market Assessment (SHMA) is a requirement of PPS3, and replaces the current Housing Needs Survey. It differs from the Housing Needs Survey in that it looks at the whole housing market, rather than just affordable housing, and covers the whole of Central Hampshire and the New Forest.
The SHMA was commissioned by five local authorities: Basingstoke and Deane, Winchester CC, East Hampshire DC, Test Valley BC and New Forest DC, with Basingstoke as lead partner. SHMAs have also been carried out for the PUSH (Partnership for Urban South Hampshire) area and West Berkshire. Data from all three SHMAs has been compiled using the same methodology, so that results can be compared across boundaries.
The aims of SHMA are to:
- understand the housing market
- inform the Housing Strategy
- inform the Local Development Framework as required by PPS3

Rural Housing Survey (February 2010)
A key aim of the council's Housing Strategy is to increase the amount of rural housing provision. The council believes the success of rural communities depends on the provision of housing that meets targeted local needs.
The study was commissioned in 2009 in order to undertake an assessment of current and future demand for market housing and need for affordable housing in the rural area of the Borough, to inform the development of future planning policy through the Local Development Framework and future local housing strategies.
This study was undertaken in line with Government guidance on housing needs assessments, and the relevant requirements of the CLG Strategic Housing Market Assessment Practice Guidance (2007). The study consists of a household survey (representing the views of some 4000 households), a housing market survey and secondary data analysis (such as Housing Register data). The rural part of the Borough was broken down into ten sub-areas in order to provide a more location specific assessment of housing across rural Basingstoke and Deane. The study sets out key findings and recommendations on issues including the housing market, demographic change, migration, future housing requirements, and black and ethnic minority needs.
