The Vulnerable Persons Protocol (VPP) provides a common framework for assessing and responding to vulnerability, to ensure that individuals and families in the borough can sustain their tenancies and that eviction will only ever be used as a tool of last resort.
The protocol:
- sets out a shared framework for assessing vulnerability
- identifies key stages within a persons “housing career” where vulnerability might arise
- identifies key triggers and life cycle events where vulnerability might arise
- sets out agreed processes for responding to vulnerability and ensuring support needs can be assessed and met.
- Incorporates provision for inter agency and shared training on housing related vulnerability
