Leisure Facilities and Community Buildings Capital Grants

This scheme aims to award small capital funding to voluntary, non-profit making organisations towards the cost of providing, maintaining and improving local leisure facilities.  These buildings and outdoor facilities must be available to all the local community at a reasonable cost.


Objectives

To support sustainable projects that will:

  • improve the physical condition of a facility
  • ensure facilities/organisations have access to appropriate equipment
  • improve disability access
  • enable activities supported in the Council Plan

Who can apply?

Any organisation or parish council may apply provided that the project: 

  • is managed by volunteers, non profit making (including charities) and operated with no undue restrictions on membership
  • operates in the borough of Basingstoke and Deane
  • benefits residents of the borough
  • demonstrates the need for financial help but it must be able to provide 25% of the costs
  • shows evidence of secure tenure
What are the priorities?

Priority will be given to:

  • essential health and safety requirements that cannot be met by the applicant’s funds (roof repair, playing surfaces, boiler/heating system replacement, re-wiring, dry rot etc)
  • improvements to accessibility
  • modernisation (kitchen/toilet/pitch refurbishments, replacement windows, replacement flooring etc)
  • extensions and other new builds(especially those enabling activities supported in the council plan)
  • re-decoration (internal/external)
  • equipment (tables, chairs, curtains, goal posts, nets etc)
What conditions must be satisfied?

    • The project must not have started
    • There is evidence of tenancy/ownership rights and appropriate permission for the work to be carried out.
    • Where necessary, full planning and building regulation approval must be submitted with the application
    • The organisation must have a policy on generating and allocating reserves to meet major refurbishment and maintenance requirements in the future.
    • There is evidence of monitoring procedures which show the effectiveness of the project, particularly the ability to deliver activities and uses which support the Council Plan

    What supporting information is required?

    • A copy of the most recent annual report, including audited or independently examined accounts and a balance sheet
    • Three most recent bank statements
    • Three quotes for the proposed work
    • Two year business plan
    • A facility activity programme, including hire charges
    • A copy of the organisation’s constitution, including aims and objective
    • A copy of policies on reserve funds, health and safety and equal opportunities
    • Written evidence of parish council support
    • Written estimate of annual running costs and insurance.
    • We also need to know the number of members in your organisation, and the number of non-members living in the borough who are likely to benefit from the project. You must also provide details of the annual subscription/membership fees.

    In the case of parish councils some of this information will not be relevant or necessary.


    How much is available?
    • Up to 75% of the total cost of the project.  The maximum sum available is £25,000.

    When can you apply (for 2012/13 funding)?


    Applications received by the end February 2012 will be decided in April 2012.  Subject to available funding further applications will be accepted in April and July 2012.
