Parking card - all day discounted parking

A parking card is a credit card-sized card which is electronically credited with money and works much the same as a phone card. Each time the card is used, the cost of the ticket purchased is deducted from the value on the card. The advantage of a parking card is the convenience of not having to find cash for the machines, and not having to pay for periods when you are not using it, e.g. weekends and holidays. Additionally, the parking card enables you to park all day at a reduction on the normal daily charge, and allows you to park all day in some of our short stay car parks.

Parking cards may be purchased initially for £85.00 at the Basingstoke and Deane Civic Offices in London Road.  This cost includes a £5.00 deposit for the card and £80.00 worth of parking credit.  The card can be ‘topped up’ by bringing it with your payment to the Civic Offices payments hall which is open Monday to Friday, 8.30am - 4pm.

The parking card can be used in most of our pay and display car parks which have ticket machines, but the instructions for use will vary according to the type of machine.  For more information on where and how to use a Parking Card, go to the Frequently Asked Questions page.

This card can not be used in the Alencon Link Car Park, information on how to purchase a Malls Parking Card is detailed below.  

Please look after your card. Make sure you don’t leave it in the machine after you have bought your ticket, and don’t leave it where it could be damaged by magnetic fields or strong sunlight (such as on top of your dashboard).  We are unable to reimburse you for the value on your card should it be lost or become faulty through misuse.

You will be asked for a deposit of £5.00 when you first buy a card. This will be refunded to you, along with any value remaining on it, when the card is surrendered.

The parking card does not convey any special privileges and you must adhere to the regulations relating to the car park in which you have parked at all times, e.g. you must always park where parking is permitted, and within marked bays.

Alencon Link Car Park only - Malls Parking Card

This system will not be able to accommodate the existing Basingstoke and Deane Borough Council parking cards. For existing card holders who wish to use this car park only or people wishing to register for this service for the first time can apply to Basingstoke and Deane Borough Council for a Malls Parking Card.

The Mall Parking Card will work in a similar way to the existing borough council parking card. The all day parking charge will remain at £4.40, and can be topped up at one of the pay on foot machines, which are located in all of The Malls shopping centre lift lobbies.

Please note this card cannot be topped up at the council offices or used at any of the council’s other surface car parks. These cards operate on a £4.40 debit basis each time the card is used, so any multiple use of this card on the same day will result in your card account being deducted £4.40 on each occasion.

To access the car park, people should insert the Malls Parking Card into the entrance terminal to activate the barrier. On exiting the car park the Malls Parking Card should be used again in the exit terminal located at the bottom of the down ramp to activate the barrier. Malls Parking Card users should remember to remove their card from the entrance and exit barrier at each occasion.
