Disabled parking bays in residential roads

Residents can apply to have a disabled persons parking bay marked in a safe location on the road near to their property. A bay may be provided if the applicant satisfies the following criteria;

  • A resident at the property must be registered disabled and be in possession of a Disabled Drivers Parking Badge
  • A resident at the property must own and drive a motor vehicle
  • The applicant must not have access to off street parking, unless in special circumstances.

A bay will be available for use by any vehicle displaying a blue badge - it is not for the sole use of the applicant.

It may not always be possible for us to provide a disabled persons parking bay. Each application is assessed on a site by site basis and the wider parking situation in the street is considered before any decision is taken whether to proceed. The council will also consider whether it is possible for the applicant to park a vehicle within the curtilage of their property; and if so, whether this is a more appropriate alternative.

The land on which the bay is proposed must form part of the public highway so that a traffic regulation order prohibiting parking by non-blue badge holders can be enforced by the council's Parking team. This statutory legal process may take 6 to 12 months to conclude.

Many communal parking areas located in residential roads are owned/managed by housing associations and in the first instance would-be applicants are advised to contact them directly:
