Commercial Waste Collection


The Council makes a charge for the collection of waste from commercial premises.

In order to provide a service which seeks to satisfy all of our customer's collection needs, the Council offers three methods of containment and collection:

1. Trade Sacks

These are available to customers who do not produce large amounts of waste or are unable to accommodate a waste
container. The trade sack, which is green in colour and bears
the logos of the Council and Contractor, is priced at £1.07 each plus VAT.
The price includes collection and disposal.

These may be purchased from the Council Offices. All cheques must be made payable to 'Basingstoke and Deane Borough Council.'

2. Wheeled Bin

The wheeled bin is a 240 litre, moulded plastic container. The capacity will allow for the containment of approximately 4 sacks of waste. This service is provided for smaller business such as shops and offices.

This service is offered at a cost of £5.38 plus VAT per empty, which includes hire, collection and disposal. 

3. Euro Bin

The Euro Bin is an 1100 litre steel rectangular wheeled bin with a hinged lid. The capacity allows for the containment of approximately 16 sacks of waste.

This service is offered at a cost of £10.94 plus VAT per empty, which includes the hire, collection and disposal.

Commercial Recycling

Research in Hampshire has estimated that up to 80% of the materials that the average company throws away can be recycled. A lot of this is paper and cardboard, but might also include metal, plastics and glass. There are also opportunities for the recycling of IT equipment, mobile phones and printer cartridges.

At the present time, Basingstoke and Deane Borough Council is unable to provide a commercial recycling collection. However there are a number of companies that will collect from businesses wishing to recycle.

Please remember under your Duty Of Care responsibilities you must properly dispose of your waste through a licensed waste carrier. This means waste from commercial premises should not be placed in household bins, taken to a council managed recycling site, or to a Household Waste Recycling Centre.

Duty of Care

All businesses in the UK, regardless of their size, must comply with Section 34 of the 'Duty Of Care' provisions of the Environmental Protection Act,1990. The act requires you as a business to take reasonable measures to prevent unauthorised deposit, treatment and disposal of your waste.

This means that if you operate a business you must :

  • ensure that a person or company that collects your waste is a registered waste carrier
  • describe the waste you are having collected, how it is packed - whether loose or in a container, and if it is in a container, what type (a container can be a plastic sack)
  • have a waste transfer note that the carrier issues containing the description of waste collected for disposal (the waste transfer note can be issued for each collection or issued annually)
  • know where your waste will finally be disposed of and retain your waste transfer note for 2 years
  • if you 'self-dispose' of your waste you must be able to say where and how.
