Basingstoke and Deane Borough Council license the following premises involving animals:
- Boarding Catteries and Kennels including Home Boarding for Dogs
- Pet shops selling animals
- Dog breeders breeding five or more litters in a year
- Riding schools
- Keepers of dangerous wild animals

Officers from the Licensing Team inspect these premises at least once a year to ensure that they comply with national minimum standards.
The standards relate to structure, safety, security, infectious disease control, and the suitability of the licence holder. The aim is to ensure:
- minimum standards of welfare for animals,
- prevent a spread of disease and
- the safety of the public visiting these premises.
Visits are also undertaken following complaints.
Following a rise in the provision of domestic home boarding for dogs, the Council has implemented an additional set of licence conditions to control the welfare of dogs are boarded within the home environment. There is also a maximum number of three dogs allowed to be boarded in any domestic environment.
Periodic inspections are carried out with the Council’s authorised veterinary officer to look at specific animal health issues.

- Always check they are licensed by the Council, and ask to see the current licence.
- Always inspect the premises prior to leaving your pet, buying an animal, or taking a riding lesson.
- Always ensure that riding schools have current public liability insurance.
