Tackling Anti-Social Behaviour

Together logoSimply put anti-social behaviour is the behaviour of any person or group that causes or is likely to cause harassment, alarm or distress.

Among the forms it can take are:

  • Graffiti - that can on its own make even the tidiest urban space look squalid.
  • Abusive and intimidating language.
  • Excessive noise, particularly late at night either on the streets or from neighbours.
  • Intimidating groups, vandalism and nuisance behaviour - especially in park areas, residential areas or in shopping precincts.
  • Fouling street with litter and fly tipping.
  • Drunken behaviour in the streets, and the mess it creates.
  • Abandoned vehicles or nuisance from off road motorcyclists.

Together We Are Stronger

Respect - for each other and for the area in which we live - is at the heart of strong and prosperous communities. Anti-social behaviour can undermine our communities by creating an environment of fear and neglect. 

Effective solutions to these and other problems are not the responsibility of a single agency or organisation. Residents and tenants, the local authority, victims and witnesses, the police, social services, schools, businesses and many other groups and individuals have a role and responsibility to tackle anti-social behaviour.

A multi-agency Problem Solving Core Group is working in Basingstoke and Deane to reduce anti-social behaviour and the fear of crime. It's approach models the practice of other core services such as the Police and Children's Services enabling partner agencies to come together to discuss, often complex, sensitive and difficult issues associated with people involved in anti-social behaviour.  The group includes representatives from Housing Associations, the Voluntary Sector and Hampshire County Council.  

Strategies for tackling anti-social behaviour are developed by the group and actions can include the use of Acceptable Behaviour Agreements, Tenant Demotion Orders, Dispersal Areas and in the rarest instances, Anti-Social Behaviour Orders.

Anti-social behaviour can corrode communities and increases the fear of crime.  The community can play a vital role in changing this by taking a stand and reporting anti-social behaviour to the Council and Police.   By working together we can do a great deal to improve the quality of life for everyone in the town ensuring that Basingstoke continues to be a safe and pleasant place to live.

The Anti-Social Behaviour team are available to support residents who report problems in their area so that action can be taken to address this.    The team works closely with the Police, Community Wardens and the Hampshire County Council Accredited Community Safety Officers to ensure that those reporting anti-social behaviour are supported and that action is taken against those perpetrators responsible.    More widely, the Community Safety Team offers a range of services in support of developing Neighbourhood Watch Schemes, protecting victims of domestic violence and managing the most prolific offenders known both to the Police, Probation and Court Services.

How to report a problem with anti-social behavoiur:

  • Do not hesitate to call if you wish to report a problem with anti-social behaviour in your  area.
  • You can also write or email your concerns.  You can download incident report forms from this page.  It is important you complete and return these forms to the address below in addition to contacting the Police or other agencies as required.
  • Alternatively, you can complete an online Anti-Social Behaviour Incident Report Form.  This is often the quickest and most effective way of reporting problems to us.
