The Borough of Basingstoke and Deane was one of the first districts in Hampshire to establish a crime and disorder reduction partnership, known as the Basingstoke and Deane Community Safety Forum.
The Community Safety Forum has been established with the aim of creating safer communities, and reducing crime, and the fear of crime in the borough.
The Community Safety Forum is jointly chaired by the Chief Executive of the Borough Council and the Basingstoke Police Commander.

Terms of Reference of the Community Safety Forum were adopted in April 2003 and re-viewed in June 2005. They define a three- tier structure of the Community Safety Forum as follows:
- Tier One: (Strategic Level): The Chairs and Forum. Role: Agree priorities, allocate resources and monitor and evaluate progress and performance.
- Tier Two: (Tactical Level): Thematic Implementation Groups (ie Problem Solving Group, DARG, Domestic Violence Forum). Role: Formulate action plans, deploy resources, co-ordinate and control delivery of the strategy agreed by the Forum.
- Tier Three: (Operational Level): Front Line Officers and Community Action Groups. Role: Delivery of the Strategy at neighbourhood level
