Hip Dysplasia - temporary disability permit for children

Hip dysplasia is a temporarily disabling condition, requiring a child to wear a special cast, joined with medical bars. This makes it difficult for the child to manoeuvre in and out of vehicles.

On 8 October 2007 a Disability Parking Permit was introduced for parents or guardians of children suffering from hip dysplasia. It allows them to park in designated disabled bays in Basingstoke and Deane Borough Council’s pay and display car parks, for the duration of their child’s incapacity.

Eligibility Criteria

Assessment of eligibility

Eligibility is considered when the child’s doctor or medical consultant confirms the presence of hip dysplasia. But only the presence of a body cast, joined with medical bars, will ensure eligibility.

All costs incurred in obtaining a signed declaration or letter from a doctor or medical consultant must be met by the parent/guardian of the child.

Any resident of Hampshire is eligible to apply. Applications from residents outside Hampshire may be considered.

Use of the Disability Permit

The Disability Parking Permit entitles the holder to park, free of charge, in designated disabled parking bays in Basingstoke and Deane Borough Council’s pay and display car parks. If all designated bays are occupied, the holder can park free of charge in an ordinary pay and display bay.

The permit CANNOT be used to park:

  • to park on yellow lines.
  • to park on the public highway (on-street parking).
  • to park in bays reserved for other permit holders.
  • to park in private off-street car parks, such as those at supermarkets.

The permit must be displayed clearly at all times that the vehicle is parked in a Basingstoke and Deane Borough Council pay and display car park. The holder must always check signs in the car park, to see if any restrictions are in place.

The permit is only valid when the child is a passenger in the vehicle.
