The Council is required, under the Local Government Act 1999, to review its services under the Best Value framework, to make sure that they are effective, economic and efficient, and that they meet the needs and priorities of the local community.
We must challenge the services, examining why they are being delivered and whether there are better ways of doing so.
We have to compare ourselves with others, to test our performance and see if lessons can be learned.
We have to consult, to find out whether the local community and stakeholders are happy with the services we provide.
Finally we must ensure services are competitive, that they are being delivered in the most appropriate and cost effective way.
