‘Strong and Prosperous Communities’ - The Local Government White Paper
In October 2006 the Government published a White Paper - ‘Strong and prosperous communities’ - which debated the future of local government in England. There were five broad themes:
· Developing strong and vibrant community leadership
· Improving citizen engagement and participation
· Improving service delivery
· Developing a new relationship between central, regional and local government
· Devolution and double devolution
· Patterns of governance, supported by fit-for-purpose local government finance

The White Paper has now progressed through Parliament and received Royal Assent as the Local Government and Public Involvement in Health Act 2007.
