Housing Market Assessment (HMA)

Housing Market Assessment

The Strategic Housing Market Assessment (SHMA) is a requirement of PPS3, and replaces the current Housing Needs Survey. It differs from the Housing Needs Survey in that it looks at the whole housing market, rather than just affordable housing, and covers the whole of Central Hampshire and the New Forest.

The SHMA has been commissioned by 5 local authorities: Basingstoke and Deane, Winchester CC, East Hampshire DC, Test Valley BC and New Forest DC, with Basingstoke as lead partner. SHMAs have also been carried out for the PUSH (Partnership for Urban South Hampshire) area and West Berkshire. Data from all three SHMAs has been compiled using the same methodology, so that results can be compared across boundaries.

The Aims of SHMA are to:

• understand the housing market

• inform the Housing Strategy

• inform the Local Development Framework as required by PPS3
