Who makes the Decision on a Planning Application?

Development Plans and Planning Guidance

Decisions are made in accordance with the Development Plan unless material consideration say otherwise.

The relevant Development Plan for Basingstoke and Deane are set out in the Structure Plan for Hampshire and the Basingstoke and Deane Borough Local Plan .

The Council has produced a number of planning and design guides and leaflets on a range of topics to help applicants, agents, designers, developers and Council officers prepare and evaluate development proposals. Due account of these documents will be taken in determining any planning applications.

Consultations Prior to the Determination of a Planning Application

The service has set procedures on who to consult before making a decision on a planning application. The downloads provide information on this.

Decison Making

Most planning applications are dealt with at officer level under a Scheme of Delegation which is contained within Part 4 of the Borough Council's Constitution. In this circumstance the application will not be reported to the Development Control Committee for determination. In certain circumstances, as set out in the Scheme of Delegation, the application will be determined by the Development Control Committee.

Approximately 6% of planning applications are determined through the Development Control Committee. For information on membership of the Committee, dates of meetings and to read agendas and minutes of the meeting click Development Control Committee

Both members and officers are required to act within the Code of Practice which is appended to the Borough Council's Constitution as Appendix 2.
