Update 30 June 2009.
Basingstoke and Deane Borough Council and Hampshire County Council continue to discuss the planning matters raised by the proposed development with the applicant.
Hampshire County Council, who are commenting on the highway and parking issues raised by the development, continue to have a holding objection to the proposal.
As of the above date, 303 comments from local residents and interested parties have been received.
The planning application will need to be considered by the Council's Development Control Committee in due course. At this time no date has been set for the meeting.

Update 18 March 2009
The Borough Council has received further information and amendments in relation to the planning application. A notification letter has been sent to neighbours and interested parties to seek comments.
All written comments received by Thursday 9 April 2009 will be taken into account. If you have already commented on the planning application following the initial consultation, your letter will continue to be taken into account in considering the proposal. However, this current consultation is an opportunity to comment on the additional information and amended plans that have been submitted.

As of the above date 252 letters from local residents and interested parties have been received. After the completion of the consultation period, Council officers will consider representations received and may need to rediscuss the proposals with the applicant or present the application to the Development Control Committee. Update 2 February 2009
As of the above date, 250 letters from local residents and interested parties have been received by the Council. In addition, letters from a number of statutory consultees, including Natural England and Hampshire County Council, have also been received. The Council is currently considering all of these comments. You can view these comments by visiting the Council Offices.
As with any other large and complex planning application, the applicant, Lemon Land, will be invited to review the comments that the Council has received and following discussions with Council officers, may wish to make some changes to the planning application or ask the Council to make a decision on the application based on the information it has already submitted.
Should there be any significant material change to the planning application, a further notification letter will be sent to all those who have made a comment on the planning application. If this does happen, the notification letter will set out the revised deadline for making further comments.

What is an 'outline' planning application?
This is a particular process where the applicant is seeking to have approval for the principle of the development. This means that detailed drawings showing exactly what the buildings will look like have not been submitted, although drawings through sections of the site form part of the planning application. The applicant is seeking approval of the access, layout and scale of the development. This means that, along with considering the principle of whether the development is acceptable, the council will need to consider the access points, the amount of traffic that might be generated, how the buildings and uses are arranged on the site and the general scale and size of the buildings.
If an outline permission is granted, the applicant will need to seek further approval of the details of the external appearance of the buildings and the landscaping of the site (known as ‘reserved matters’) before building work can start. This would be through the submission of a further application to the council.

Further education academic buildings:
This is in the form of a 20,549 sqm college which will be situated to the front of the site, along Kingsclere Road. The college would have 410 car parking spaces.
499 residential units:
Housing is proposed to the back of the site when looking from Kingsclere Road. The housing mix is proposed to be made up of:

Flexible B1 use for offices and / or D1 higher education buildings:
'B1' is a general office, ‘D1’ is the description given to educational uses. In total, the development proposes 23,272 sqm of space over 5 different blocks. This part of the development would be served by 517 car parking spaces. This use would be situated between the housing and the college use. The term ‘flexible’ is used as this part of the development could be either all offices, all education, or a mixture of the two uses.
Retail Space of 965 sqm for A1/A2/A3/A4 and /or A5 uses:
This would allow general shops (such as a newsagent, hairdressers or convenience store), cafes, restaurant, public house, takeaway, financial and professional services (such as a bank) and would primarily serve the education, business and residential properties.
Art gallery:
An art gallery of 130 sqm is proposed to the front of the white building (former Eli Lilly building).
Conversion and change of use of white building to 150 bed hotel and roof extension to the white building:
The white building is the former Eli Lilly building which is proposed to be retained and converted to a hotel. An additional floor is proposed to be added.
