Annual Monitoring Report (AMR)

Local Planning Authorities are required under the Planning & Compulsory Purchase Act 2004 to prepare an Annual Monitoring Report (AMR), a Local Development Document (LDD) which forms part of the Local Development Framework (LDF). The third Basingstoke & Deane AMR has now been completed and covers the period 1st April 2006 to 31st March 2007. The 2006/07 Annual Monitoring Report was submitted to the Government Office for the South East (GOSE) on Thursday 20th December 2007.

The purpose of the AMR is to assess:

  • the implementation of the Local Development Scheme (LDS)
  • the extent to which policies and objectives in local plans are being achieved. Until such time as the Council prepares new planning documents required by the new Act, the AMR will assess the operation of the policies of the Basingstoke & Deane Adopted Local Plan (1996-2011)
  • social, economic and environmental indicators of the Borough set out within Government guidance.

The issues addressed include:

  • the supply of new homes
  • previously developed land
  • affordable housing
  • employment land
  • biodiversity

The AMR may also be read in conjunction with the Council's Profile of the Borough, which supports the AMR in providing background data on population demographics, economic and social issues and population forecasts/projections for the Borough.
