Planning Policy Guidance

The Council has produced and adopted Supplementary Planning Guidance on a range of topics to help designers, applicants and Council officers prepare and evaluate development proposals.  These adopted guidance documents are a material consideration when determining planning applications.  You can download the adopted guidance documents from this web page.

In addition, the Council is now in the process of preparing several Supplementary Planning Documents or SPDs, which fulfil a similar role to SPGs. It is important to be aware of these documents in putting together any planning applicationsPlease click here for details of the Supplementary Planning Documents that are being prepared.

Section 106 Planning Obligations & Community Infrastructure
Planning obligations are negotiated through S106 agreements to enable development proposals to meet the needs of the local community by securing developer contributions towards the provision of community infrastructure, affordable housing and services. The guidance is seen as an interim document until such time as more fundamental changes on planning obligations are introduced by Government and will subsequently be revised to accord with the new guidance as and when it is introduced.

The document was adopted by the Council in July 2005 and can be accessed via the attachment at the bottom of this page.

With effect form April 2008 the methodology for calculating Transport (BEST) contributions has been updated to reflect the Hampshire County Council Transport Contributions Policy, which was adopted in September 2007. (The contributions table at appendix 3 of that document supersedes the methodology outlined at paragraphs 1.17-1.22 of appendix A of ‘S106 contributions and Community Infrastructure.’). A copy of the Transport Contributions Policy can be accessed via the attachment at the bottom of this page.

Sustainable Design and Construction

The Council is keen to facilitate an increased awareness of the impact that development has on the environment, both at construction stage and throughout the lifetime of a development. This document therefore sets out guidance on how to maximise the sustainability of a development, and will be useful to applicants seeking planning consent for new development, potential occupiers of such developments, and those considering making environmental improvements to a building.

The document was adopted by full Council on 22 July 2004.

To encourage the provision of dwellings for local households, whose incomes are insufficient to enable them to afford adequate accommodation in the private housing market, the Borough Council will aim, through negotiations with developers, to reduce the number of households in need of subsidised affordable housing.

The Council has produced a Best Practice Note on Affordable Housing and Community Infrastructure to provide guidance on the S106 process. Click below to access this:
