What is the Development Plan for Basingstoke and Deane?
The Development Plan for this Borough consists of both the Local Plan, produced by the Borough Council, and the Structure Plan, produced by Hampshire County Council.
The Local Plan is the Borough Council’s key planning document and is used as the basis for all planning decisions taken within the Borough. We have an Adopted Local Plan that covers the period 1996-2011, which was adopted in July 2006. The Local Plan can viewed by clicking here.
The Adopted Local Plan is available for viewing in the Parklands Reception of the Borough Council offices, or by contacting the Forward Planning Team (01256) 845532 or 845750.
The County Structure Plan is produced by Hampshire County Council and sets out a strategic framework for the Borough, within which the Local Plan sits. The Structure Plan covers the period 1996 - 2011. A copy can be viewed via the County Council's website.
What stage is the Review of the Local Plan at?
The Local Plan has recently been reviewed and the Local Plan was adopted by the Borough Council in July.
Are there any other documents that should be considered in preparing a planning application in the Borough?
Yes, the Borough Council has a range of documents that should be referred to in putting together a planning application. This includes, both Supplementary Planning Documents (under the new planning system) which address matters such as Housing Mix and also Supplementary Planning Guidance on issues such as parking. In addition, there are documents relating to Conservation, Design and Landscape that should be referred to, amongst others. View the available documents.
What is a Local Development Framework and is the Borough Council preparing one?
The Local Development Framework (LDF) is a set or 'folder' of documents that collectively provide a long-term vision for the Borough and a strategy for achieving the vision. The documents in the Framework will contain policies that will be used to guide and control development in ways that help achieve the vision and implement the strategy. Preparation is currently underway on the Core Strategy and it is proposed that an Issues and Options consultation will take place in January / February 2008. http://www.basingstoke.gov.uk/planning/ldf/.
What is the South East Plan, and how does it affect Basingstoke and Deane?
The South East Plan is the new plan for the South East region of England, and will set out a framework for the period up to 2026. The Plan is being prepared by the South East England Regional Assembly (SEERA), in conjunction with all local authorities in the region, including the Borough Council and Hampshire County Council. Once adopted, the South East Plan will provide important guidance which the Borough Council will be required to comply with in preparing documents in the Local Development Framework. The South East Plan is not yet an adopted document, which is not expected to take place until 2007. For further details visit Borough Council's involvement in the South East Plan.
