Design and Sustainability SPD

The Council has commenced work to prepare a Supplementary Planning Document (SPD) on Design and Sustainability to primarily support policy E1 of the Adopted Local Plan. It is intended that the SPD will provide additional guidance to ensure that design and sustainability are fully considered in new developments.

In preparing the SPD, the Council has undertaken two periods of public consultation:

- Issues and Options consultation in early 2007; and
- Draft SPD and Sustainability consultation February - March 2008

A copy of the draft is available to download below, in addition to the various appendices attached to it.  This includes detailed pieces of guidance relating to design, in addition to the requirements of the Construction Statement. It also includes an Urban Character Study for Basingstoke.  This provides a description of the key characteristics of the residential areas of Basingstoke, outside of the Conservation Areas.  This must be used by applicants in putting together proposals for development in the residential areas of Basingstoke and, once adopted, will be a material consideration, against which planning applications will be considered.

A copy of the draft SPD can be downloaded by clicking on the links in the table below, in addition to each of the detailed appendices.  Hard copies of the documents are available to view at all libraries in the Borough and are available on request by contacting the Forward Planning Team.  In addition, a CD of all of the documents is also available on request.

Some basic feedback has been provided on the table below in relation to the recent public consultation.  This sets out which parts of the SPD have been commented on and what level of objection has been received.  Where detailed issues have been raised that do not question the fundamental principles of the SPD, then these sections will carry some material weight in determining planning applications. Where comments raise concerns about the validity of the guidance, then little material weight should be applied at this stage.

It is proposed that an updated version of the SPD will be adopted at Cabinet on 30 September 2008 and that the requirements of the SPD will be introduced for planning applications received on or after 1 November 2008. This includes the requirements set out in appendix 9 in respect of the Code for Sustainable Homes / BREEAM.
