The Planning Inspectorate’s advice on future housing development at Old Kempshott Lane, Basingstoke, has been made public as of 6th April 2005. As part of the ongoing Local Plan Inquiry into the Basingstoke and Deane Borough Local Plan, the Planning Inspectorate has submitted to the Council a Part Report relating specifically to the site which is currently allocated for development in the Local Plan Review. The Part Report outlines the Planning Inspectorate’s independent advice, having taken into account all of the objections relating to the site, and also the evidence submitted at the Informal Hearing Session into the timing of the release of the site, held on 21 January 2005.
The approach of releasing a Part Report has been taken in order to allow the Council to reach an early decision on the future of the site, and reflects Council Member’s concerns, expressed at Full Council in October 2004, that no decision should be made on the release of the site for development until the views of the Planning Inspectorate had been received. The Inspector’s recommendations will be discussed at a Cabinet meeting on 24 May 2005.
The Local Plan Inquiry was officially closed on 21 June 2005 by the lead Inspector. It is anticipated that the Full Inspector's Report will be published on 16 November 2005. This will address the remaining objections to the Plan and will set out where the Inspector believes the Plan should be amended, prior to the Local Plan being adopted by the Borough Council during 2006.
