THE HOUSEBUILDERS The housebuilders are responsible for the following:
- Accordance of new dwellings with the Design Brief and masterplan.
- All construction activities
- House marketing and aftercare.
David Wilson Homes will be building the Marnel Park development. The two other sites are to be disposed of in a design/offer process by HCC on the open market to house builders.

BASINGSTOKE & DEANE BOROUGH COUNCIL - Local Planning Authority
The Local Planning Authority has the following responsibilities:
- To ensure that development accords with approved outline planning permission and the Masterplan
- Approving Reserved Matters applications (ie. layout & landscaping proposals for each house-builder)
- The provision of affordable housing is the responsibility of the Council’s Housing Department in liaison with the Registered Social Landlords.

OTHER PARTNERS
Many of the community facilities in the Popley development will be run by third-parties. Although the details have yet to be approved, they could involve:
- Housing: Housing Associations
- School’s: Hampshire County Council
- Supermarket: National Chain
- Church, Community Groups, Pub or a Restaurant, Nursery
