Strategic Housing and Economic Land Availability Assessment (SHELAA)

Whilst the formal 'Call for Sites' consultation closed on 3 July 2019, the council welcomes all site submissions even after the SHELAA has been published, details of all sites submitted will be placed on file for a future review of the SHELAA. The submission form and corresponding guidance note remains available on this page.

What is the SHELAA?

The primary purpose of the SHELAA which local planning authorities are required to prepare is to:

  • identify sites with the potential for housing or employment
  • assess how many homes or floorspace they could provide
  • assess when they could be developed.

It is a technical document and an important evidence source to inform decision making on future housing and employment development, but does not determine whether a site will be allocated. It includes a high level strategic overview assessment of the deliverability/developability of each identified site in terms of its suitability, availability and achievability.

Sites promoted should be capable of accommodating at least five residential units or for employment sites the land area should be at least .025 hectares or able to accommodate at least 500 square metres of floorspace.

The base date for the housing land supply position and monitoring information is 1 April 2018.
