Affordable Housing Thresholds and SPD
Affordable Housing Thresholds
Policy CN1 of the Basingstoke and Deane Local Plan 2011-2029 sets a requirement for all developments with a net increase in dwellings to provide 40% affordable housing; however, the Government has set out in its Planning Practice Guidance that affordable housing should not be sought from small scale development.
The PPG establishes a threshold whereby affordable housing cannot be sought from sites of 10-units or less and which have a maximum combined gross floorspace of no more than 1000sqm. The exception to this is in the Area of Outstanding Natural Beauty where affordable housing cannot be sought from sites of 5 dwellings or less.
In practice this means that the following affordable housing thresholds apply in Basingstoke and Deane.
|Location within Basingstoke||Site Size||Affordable Housing requirement|
|Outside of the Area of Outstanding of Natural Beauty||1-10 dwellings||0%|
1-10 dwellings with a combined gross floorspace greater than 1000 square metres
|40% on site|
|Within the Area of Outstanding Natural Beauty||1-5 dwellings||0%|
|6-10 dwellings||40% through off-site contributions|
|11+ dwellings||40% on site|
Affordable Housing SPD
The council adopted a Supplementary Planning Document (SPD) on Affordable Housing in July 2007, following periods of consultation at the Issues and Options stage (Sept/Oct 2005) and on a draft SPD (May/June 2007).
The SPD was based on the affordable housing policies of the Basingstoke and Deane Borough Local Plan (Basingstoke and Deane Borough Council Local Plan 1996-2011); however it is still relevant and provides useful guidance. The SPD and supporting documents, can be downloaded below. For guidance on housing needs and information about Registered Providers in the local area please contact the Housing Team on 01256 844844.
