Background to Basingstoke and Deane's CIL

Basingstoke and Deane Borough Council (BDBC) adopted its Community Infrastructure Levy (CIL) and supporting policies on 22 March 2018 and came into effect on 25 June 2018.

The draft Charging Schedule went through four formal rounds of consultation (as set out below) before it was submitted for independent examination.

CIL Examination hearing sessions were held into the proposed CIL rates in September 2017 and January 2018. Information on the examination, including all of the background documents and submissions from participants.

CIL Examiner's Report was received in March 2018 and a report was prepared to seek agreement and adoption of CIL at a meeting of Full Council on 22 March 2018. A short report outlines the amendments made to the CIL rates as a result of the Examiner's recommendations.

Alongside adoption of the CIL Charging Schedule, a number of supporting policies and documents were also considered by Full Council on 22 March 2018 as outlined below. These will be used in implementing CIL as from 25 June 2018.

CIL Instalments Policy (opens in a new window) (PDF) To outline the financial value at which payments in instalments for CIL will be acceptable, including the timing of any such payment from the 'date of commencement'.
Discretionary Social Housing Relief Policy (opens in a new window) (PDF) To outline the reliefs available in respect of affordable housing, in addition to those mandatory exemptions set out in the CIL regulations.
CIL Payment in Kind Policy (opens in a new window) (PDF) To outline the circumstances in which Payment in Kind may be considered acceptable to the Borough Council and the steps to be taken in progressing such proposals. It should be noted that the Borough Council is not obliged to agree to accept Payment in Kind in lieu of a CIL payment.

To outline the various penalties that will be incurred for non-compliance with the CIL regulations. Please note that further changes introduced by the Government may amend the contents of this document.

In addition to the above, it should be noted that the Borough Council updates its fees and charges on an annual basis for the start of the financial year. These are relevant in respect of matters such as the maintenance of open space. View the up to date figures.
