Basingstoke and Deane Borough Council (BDBC) supports and encourages communities to produce community plans in both rural parishes and in urban areas.
The Community Investment Team can help and guide you.
It is important to use this support so that you can tap into best practice and local experience to produce a robust and credible plan. A community development officer can lead you through the process.
In a parished area the process is usually started by the parish council. In urban areas resident groups can work with their local councillors and the Community Investment Team to develop a plan. The process for development of a plan in an urban environment is very similar to that in a parished area but can be adapted to local circumstances.
Community Plan Protocol
We have agreed a protocol for dealing with community planning. It outlines how the council will work with communities to support them in developing community plans.
The aim of the protocol is to provide clear guidance to community plan groups and service providers. It will help guide the preparation of community plans, ensure proper consideration is given to issues raised, and improve lines of communication between community plan groups and service providers.

Developing a community plan
We offer small grants to help community groups to develop a community plan for their area. These are a maximum of £250 for the initial stage and a maximum of £1000 for enabling projects coming out of the community-led plan.
The application process is now closed
There are five parish plans and six urban community-led plans and several more communities are working through developing a community plan. These can be viewed on our current community plans webpage.
