Loans and grants

Basingstoke and Deane Borough Council has established a fund to help homeowners and community groups to deliver energy efficiency improvements in their homes and community halls.

Homeowners are able to benefit from loans of up to £10,000, which can be used for measures such as:

  • double-glazing of windows and doors
  • insulation, including floors, roofs and walls
  • heating systems
  • water efficiency measures
  • renewable energy technologies, such as solar power or ground source heat pumps
  • other measures, if a carbon saving can be assured.

These measures can help to reduce fuel bills and reduce carbon emissions, particularly where renewable energy devices are fitted.

Interest will be charged at 4.49%, together with an arrangement fee, with three repayment options, to suit homeowners’ needs. The energy efficiency loans leaflet provides more information on the loans.

Community groups who have responsibility for their community centres/halls are able to benefit from loans of up to £25,000, which can be used for measures such as:

  • heating systems
  • energy efficient lighting
  • water efficiency measures
  • insulation, including floors, roofs and walls
  • renewable energy technologies, such as solar power or ground source heat pumps.

These measures can help to reduce fuel bills and reduce emissions, particularly where renewable energy devices are fitted. They can also assist in making the hall more comfortable for users, keeping hire rates competitive and potentially allowing for more intensive usage.

Interest will be charged at 4.49%, together with an arrangement fee.

If you wish to apply for a loan under this scheme you will be entering into a contract with Parity Trust. The council will not hold any of your personal data for the purposes of the loan. Parity Trust will be the Data Controller and will comply with any requirements under the General Data Protection Regulation. Your personal data will only be passed to the council if necessary and only with your consent.

If you live in a listed building or in a conservation area, you may need to seek planning advice as planning permission or listed building consent might be needed for some measures. You can check with our planning team to find out.

Home owner grant

If, following an assessment by Parity Trust, a loan is not appropriate for you, a grant fund is available for residents who are in receipt of a means tested benefit. This grant can be up to £3,000 and must be used for improving the energy efficiency of your home eg. insulation, new boiler, draught proofing etc.

Landlord grants

As a part of the Borough Council’s drive to improve energy efficiency and tackle fuel poverty, landlords are being offered the opportunity to apply to the council for a one-off grant of up to £500. This can be used to make energy efficiency improvements to their rental property to benefit tenants and help to reduce fuel bills. The grant will be offered on the following conditions:

  • The work can only be for measures that will improve the energy efficiency of the property, such as additional insulation.
  • Evidence must be provided of the work to be carried out such as a contractor’s quote and then of the completion of the work, for example before and after photographs before funds will be released.
  • A grant cannot be given for work already completed at the time of application.

The grant is targeted at those properties with poor levels of insulation and may also be used to part fund more costly improvements, such as a replacement boiler or double glazing.

For all work, a quotation from a registered company must be provided before the grant can be approved. We are aware that, some energy efficiency improvements can be done as a DIY job. However, in order to ensure the work is completed to industry standard and will not cause damp problems or electrical faults we require the work to be done by a professional installer.
