COVID-19 support grants for businesses

If you have previously received a grant payment since 5 November 2020 you will receive an email with an application reference and passcode, which you can use to complete the below form for further grant payments.

The government has published a number of new grants available to businesses impacted by local and national restrictions due to COVID-19. The different grants currently available, along with which businesses can claim, are listed below:

National Restrictions or Tier 4 Stay at Home Grants (for businesses closed or affected by the restrictions between 5 November to 1 December 2020 and from 26 December 2020)
For businesses that are mandated to close by Government and that have a Business Rates Account (Local Restrictions Support Grant Addendum LRSGA)
As part of its national restriction measures to reduce the spread of COVID-19, the Government has announced grant funding to be paid out by councils to businesses that have, as a result, been told to close.
There will be a one-off grant to cover a 28-day period from 5 November to 1 December 2020. Eligible businesses will then receive a single payment to cover the period Basingstoke and Deane was under Tier 4 restrictions and the 42 day period of the current lockdown from 5 January 2021. Please note a new application will have to be completed to confirm the business is still trading and state aid has not been reached. An email with a passcode will be sent to enable the application form to be auto completed.
If the existing lockdown is extended beyond 42 days, we will update this page with details of ongoing financial support.
Businesses that have set up a click and collect service and restaurants providing a takeaway service will still be able to claim grants as their substantive business has had to close.
To qualify for this grant, your business must be trading in Basingstoke and Deane and must:
- be liable for a business rates account as at the date of restrictions (please note you may not be paying rates as you are in receipt of a relief, for example those who receive Small Business Rates Relief or retail relief).
- have been trading as usual prior to the date the restrictions came into force
- be required to close due to Government restrictions.
- not be in administration, insolvent, or a striking off order made at the time the local restrictions started.
Businesses that have been mandated to close by Government include:
- non-essential retail
- personal care
- sports facilities, and
- hospitality businesses.
The funding is only available for businesses that were required to close because of the formal publication of lockdown regulations under Public Health legislation. The funding is not available to businesses who have elected to close for other reasons.
The value of the grant varies depending on the business premises' rateable value:

ARG Discretionary Grants Scheme (National restrictions and Tier 4) from 16 February 2021 onwards
(Please note all previous periods of lockdown or tier 4 from 5 November 2020 to 15 February 2021 have now closed and can no longer be applied for)
New applications can be completed for this scheme for future periods of lockdown, however we await further information as to exactly how the existing period of national restrictions is going to be extended beyond 15 February 2021, therefore no applications will be assessed until the Government’s announcement on or around 22 February 2021.

The Government announced the introduction of additional support for Local Authorities under national and Local Covid Alert Level 3 and 4 restrictions. This support will take the form of a funding scheme in Financial Year 2020/2021 and can be used across Financial Years 2020/21 and 2021/22. The scheme is called the Additional Restrictions Grant (ARG).
The Additional Restrictions Grant (ARG) is a discretionary grant scheme to support businesses who have been severely impacted by the restrictions but are not eligible for Local Restrictions Support Grant Addendum.
Funding is limited so the scheme may close or be changed after each two week minimum period. If you have received a grant already under this scheme this doesn’t guarantee you will receive further funds. All grants will be paid in arrears for example if you apply from 15 February 2021 to 1 March 2021 you will only be paid a grant for 16 February 2021 to 1 March 2021 (depending on the scheme and if there is funds available).
If you have already received this grant for the period 5 November 2020 to 15 February 2021, please do not complete a new grant application form. If your business is entitled to any further ARG funds from 16 February 2021, you will receive an email with a passcode. This will allow you to complete the form with limited information required as we already have the business details for further payments.
The business making the application must demonstrate that:
- It is run as a business and not solely self-employed.
- Have been forced to close or can demonstrate has been significantly impacted by the period of local or national restrictions
- It has been trading before the first date of national or local restrictions
- It is not in administration, insolvent or that a striking-off notice has not been made.
- There is evidence of the existence of the business including relevant liability insurance, bank statements, leases and other proof that the business has been operating.
- The business must be trading in Basingstoke and Deane
- The grant being applied for does not go over state aid limits (see policy)
All applications will be reviewed and checked against information provided. Awards will then be given based on the matrix and priority shown in the policy below. All applicants will be contacted if the grant has been declined with an explanation.
Please note, the application process will be limited due to the funding limits we have. Please make sure you apply as soon as possible as the application window may be closed should we look likely to reach our spending limit.
If your grant application is successful you will receive your grant by BACS to the noted bank account provided within three to five working days of your application being assessed (which can take up to 3 weeks). Please note payments will be made after period being applied for.
One off top up grants for retail, hospitality and leisure businesses
Following the implementation of a national lockdown from 5 January 2021, further financial support for retail, hospitality and leisure businesses will be made available, in addition to the above grants:
- A £4,000 top-up grant for businesses with a rateable value of £15,000 or under.
- A £6,000 top-up grant for businesses with a rateable value between £15,000 and £50,999.
- A £9,000 top-up grant for businesses with a rateable value over £51,000.
Eligibility for these top up grants is the same as eligibility for the Local Restrictions Support Grant Addendum (LRSGA) as outlined above. Therefore if you are eligible for the LRSGA, we will also pay you the top-up grant, although this payment might come separately to the LRSGA. You do not need to submit a separate application.
How to apply
To receive a grant payment eligible businesses will need to complete the online application form, provide your business rates account reference number (if applicable), business premises address and bank details, including a bank statement which is in the name of the business. Further evidence will be required if your business is not liable for business rates such as liability insurance, leases and other proof that the business has been operating. Please note further checks may be needed to verify the business, therefore contact details must be provided.
Please note the application form below is for businesses to complete for all the above grants. You only need to submit one form and we will work out what financial support you should be eligible for.
