Manydown planning application
The council received an application for outline planning permission for land at Manydown in 2017. The application was made in relation to land allocated for development under Policy SS3.10 of the Basingstoke and Deane Local Plan 2011 to 2029. It does not cover the entire allocation. The application seeks approval of the principle of development and the primary means of vehicular access to the site.

The borough council’s Development Control Committee was due to meet on Tuesday 24 March 2020 to consider the outline application. However, based on government advice on social distancing during the Coronavirus outbreak, the decision was taken to postpone all scheduled meetings at that time to protect the safety of councillors, officers and members of the public who would ordinarily have wished to attend.
At that point councillors had to attend in person, but the government has since removed these requirements in response to the coronavirus outbreak. The council then trialled the best way of holding meetings virtually as closely to their normal format as possible, especially around public participation. Following this two virtual meetings of the Development Control Committee were held on Wednesday 20 May and Wednesday 27 May 2020.
At a virtual Development Control Committee held on Wednesday 8 July at 2pm, members resolved to grant planning permission for the proposed development subject to completion of a legal agreement. A recording of the meeting can be viewed on YouTube.
A separate planning application (reference 19/02649/FUL) was received for advanced planting of approximately 4.5ha of new habitat and the reinforcement of existing habitat with associated ground works and agriculture field drainage, providing alternative ecological and landscape mitigation for the Manydown outline planning application. This has been approved.
