Planning Application Requirements

The following Plans and Supporting Documents are required to meet National and Local requirements. They may be either Conditional or Mandatory. Review the Condition/Trigger to determine if that requirement applies to your application.

Requirements are marked with L=Local, N=National, C=Conditional, M=Mandatory.

Plan Requirements

(NM) Application form

Completed form (original plus 1 copy to be supplied unless the application is submitted electronically).

(NM) Fee

The appropriate fee.

(NM) Location Plan

2 copies of a plan which identifies the land to which the application relates drawn to an identified standard metric scale (typically 1:1250 or 1:2500 for larger sites) and should show:

  • the direction north
  • sufficient roads and/or buildings on land adjoining the application site
  • the application site boundary and all land necessary to carry out the proposed development i.e. land required for access to the site from the road, outlined in red
  • A blue line should be drawn around any other land owned by the applicant that is close to or adjacent to the property.

When using Ordnance Survey mapping for planning applications, the map should:

  1. Not be a Land Registry document
  2. Not be used for multiple applications
  3. Show OS Crown copyright as a an acknowledgment
  4. Not be a photocopy or screen grab image
  5. Not to be copied from existing OS mapping if using hand drawn maps – such as standard sheets.
  6. Show the correct licence number if you wish to print or copy maps for applications

(NM) Block Plan

The block plan (2 copies) should be drawn at an identified standard metric scale (1:500). It should show the proposed development in relation to the site boundaries and other existing buildings on the site, with metric dimensions specified including those to the boundaries. It should also show the direction of north.

It should also include the following – unless they would NOT influence or be affected by the proposed development:

  1. All buildings, roads and footpaths on land adjoining the site including access arrangements.
  2.  All public rights of way crossing or adjoining the site.
  3. The position of all trees on the site, and those on adjacent land. 
  4. The extent and the type of any hard surfacing.
  5. The boundary treatment including walls or fencing where this is proposed.

(LM) Existing and proposed elevations

2 copies Scale 1:100/1:50.   All plans to clearly and consistently show existing and proposed works. All plans to have a scale bar, key dimensions in metric (distance of the development from the boundaries of the site and size of the building) original paper size and a north point.

(LM) Existing and proposed floor plans

2 copies Scale 1:100/1:50.  All plans to clearly and consistently show existing and proposed works. All plans to have a scale bar, key dimensions in metric (distance of the development from the boundaries of the site and size of the building) original paper size and a north point.

(NM) Telecommunications requirements

 

 

Evidence that the developer has given notice of the proposed development in accordance with A.3(1) of Part 16 of Schedule 2 to the Town and Country Planning (General Permitted Development) (England) Order 2015.

Where the proposed development consists of the installation of a mast within three kilometres of the perimeter of an aerodrome evidence that the developer has notified the Civil Aviation Authority, the Secretary of State for Defence or the Aerodrome operator in accordance with A.3(2) of Part 16 of Schedule 2 to the Town and Country Planning (General Permitted Development) (England) Order 2015.

Supporting Document Requirements

(LM) Telecommunication Development supplementary information

Planning applications for mast and antenna development by mobile phone network operators in England should be accompanied by a range of supplementary information including the area of search, details of any consultation undertaken, details of the proposed structure, and technical justification and information about the proposed development.

Planning applications should also be accompanied by a signed declaration that the equipment and installation has been designed to be in full compliance with the requirements of the radio frequency (RF) public exposure guidelines of the International Commission on Non-Ionizing Radiation Protection (ICNIRP). Further guidance on the information that may be required is set out in the Code of best practice on mobile network development in England (2016).

Condition / Trigger

Required for all telecommunications applications and prior notifications where the following is required:

1.     A signed declaration that the equipment and installation fully complies with the ICNIRP requirements Site type (micro or macro)

2.     Confirmation as to whether the Council's mast register and/or the industry site database has been checked for suitable sites

3.     Details of annual rollout and pre application discussions with the Council

4.     Details of all consultations carried out and copies of all written comments

5.     Details of any consultations carried out with a particular school or further education college if relevant

6.     Details of any consultation carried out with the CAA/Secretary of State for Defence/Aerodrome operator if relevant

7.     Area of search

8.     Details of the proposed structure including the type of structure and its dimensions, height of existing building and details of the size of equipment housing and materials

9.     A map showing the relationship of the application site to schools and other telecommunication equipment in the vicinity

10.  A statement explaining the reasons for the choice of the design

11.  Technical information including the frequency, modulation characteristics, power output and the height of the proposed antenna

12.  Technical justification - details about the purpose of the site and why the particular development is required

13.  Details of alternative sites rejected with a justification for rejecting them: This should include existing masts, structures and other buildings within the search area

14.  An explanation if no alternatives considered

15.  Visual impact assessment where relevant

16.  Acoustic report where relevant

17.  Any other relevant additional information.
